It's a simple matter of physics. Light, high frequencies cannot bend around corners, nor can light go through a visual obstruction. High frequencies can go through buildings and other obstructions to a degree but its not really practical or reliable. In addition observe the photo here on the left. Self driving cars are only going to be able to "see" to the left or right just about ten feet or so. Its not reasonable or practical to expect large coverage to the sides. GPS and other modern methods are great but a device like this can also give verification that its ok for the vehicle to proceed. There are dozens of reasons why a standalone device strategically placed is necessary to assure a clear path.
